Job Summary

To collaborate with IT groups to make recommendations and drive closure to specific projects for the Gas Transportation Services (GTS), Choice, and Standard Choice Option (SCO) programs, as well as the associated nominations activity. This position also has responsibility for ensuring compliance with company tariffs and/or business policies and procedures.

Principal Duties and Responsibilities

  • Proactively leads IT project efforts/initiatives related to the GTS, Choice, and SCO programs, as well as the associated nominations activity, and the implementation efforts

  • Handles tariff changes with the IT groups so they can design coding changes for accurate billing

  • Proactively leads discussions with Accounting, Commercial Operations, Finance, IT, Legal, Meter to Cash, Regulatory, Corporate Credit, and other necessary internal/external entities regarding all projects/issues

  • Remains knowledgeable at all times of applicable industry and tariff changes and advises management of possible impacts

  • Prepares and provides internal/external parties information as necessary related to rate case activity and responses to interrogatories

  • Prepares special data requests/reports for the department as needed and/or requested

  • Manages the GTS, Choice and SCO billing process and reporting

  • Manages the Request IT process

  • Provides information and proactively participates in regulatory collaborative efforts within each jurisdiction

  • Provides and maintains procedural updates on new or changes in policies and procedures and tariffs

  • Identifies, recommends, and leads the effort to implement process improvements

  • Investigates all internal and external stakeholder inquires in a timely and accurate fashion

  • Excels in providing customer service to internal and external audiences and continue to proactively seek ways to enhance the customer experience

  • Actively evaluates processes and procedures to ensure internal and external compliance with state tariff rules and regulations

  • Proactively leads discussions with the Team Leader, and others as needed in evaluating changes related to compliance with state and federal regulations and regulatory initiatives (defining IT program changes, testing and implementation)  

  • Completes Sarbanes Oxley quarterly compliance control testing

  • Determines the impact and significance of obstacles/changes in new regulatory initiatives and/or state and federal regulations

  • Performs internal audits to ensure compliance with state tariffs, and regulations as well as policy and procedures

  • Leads and/or support training initiatives to ensure compliance

  • Conducts Supplier Credit Worthiness evaluations and collects collateral instruments as required

  • Leads discussions with department Team Leaders in the identification and resolution of productivity or performance issues

  • Prepares and maintains accurate and up-to-date internal and external reference manuals and company supported websites

  • Adapts to frequently changing work assignments

  • At all times meet or exceed business plans/operational goals

  • All other duties as assigned

Required Qualifications for Position

  • Bachelor’s Degree or minimum of 3 years comparable gas industry-related work experience
  • Non-traditional hours may be required.
  • Demonstrated ability to successfully lead and coordinate projects, work across departments collaboratively to resolve issues, drive projects to closure, achieve desired results/goals and/or implement change as needed.
  • Strong ability to read, interpret, understand, write, and apply LDC tariffs.
  • Ability to develop monthly reports/statistics that are meaningful, accurate and timely, as well as capture information pertinent to the success of the GTS, Choice and SCO program, as well as the associated nominations activity.
  • Advanced knowledge of DIS, GTS, GAS billing system, Aviator, CIS and Easy Access Online preferred.
  • PC software proficiency (i.e., Access, Excel, PowerPoint and Word)
  • Travel may be required.
  • High levels of attention to detail, meeting deadlines, ability to multitask, effective listening skills, problem solving skills, collaboration, organizing, and planning skills.

Salary Range:

$65,900.00 - $99,000.00

Summary

Responsible for leading GTS billing and associated reporting for Columbia’s largest commercial and industrial gas customers and marketers. Leads projects related to GTS, Choice, and C&I teams to ensure proper implementation of IT program changes to the GTS system resulting from, but not limited to rate cases. Prepares and analyzes special data requests related to GTS, Choice, and SCO. Processes timely and accurate month end reports and provides to Accounting, Supply & Optimization, Rates and Regulatory, and others for billing and reporting. Conducts Supplier Credit Worthiness evaluations and collects collateral instruments as required. Manages all access and administrative requests for the Aviator system
